    "According to Islamic law, the non-Muslims inhabited in the Islamic state were called ahlu dh-dhimmati (people of protection) or simply al-dhimma or dhimmis. They included the Christian, Jewish, Magian, Samaritan and Sabian. Ahl al-dhimma were prohibited in the Muslim state from holding public religious ceremonies, from raising their voices loudly when praying and even from ringing their church bells aloud. All schools agree that it is not allowed to build new churches, synagogues, convent, hermitage or cell in towns or cities of Dar al-Islam (Muslim lands). When these injunctions were disobeyed, the Muslim leaders were authorized to treat the offenders as dwellers in Dar al-Harb (non-Muslim lands) and not as ahl al-dhimma in Dar al-Islam (Muslim lands), vide Subh al-A'asha fi Sina'at at al-Insha (Cairo, 1922, 13: 356) by Qalaqashandi (d. 821/1418).

    "Imam Sultan Muhammad Shah made his debut as an educational reformer, and visited The Mohammadan Anglo Oriental College in Aligarh (high fort), about 79 miles south-east of Delhi, on November 22, 1896 and had a productive meeting with Sir Syed Ahmad Khan (1817-1898), who was a great educationist and socialist. Sir Syed Ahmad Khan had founded the Aligarh College on November 1, 1875, and was the vice-President of the College Fund Committee as well as its Honorary Secretary. Willi Frischauer also writes in The Aga Khans (London, 1970, pp. 56-7) that, "How wonderful if Aligarh could become a full university to bring up a generation of young leaders and advance the cause of Islam. Here was a chance to follow in the footsteps of his ancestor who had founded al-Azhar, the first Muslim university, which greatly appealed to the young Aga Khan. He decided to put up money for the cause and persuaded wealthy friends to contribute. It was a long struggle but he missed no opportunity to plead for this cause and when Aligarh finally became a university two dozen years later, it was more to Muslims than a seat of learning. In retrospect it was recognized as the intellectual cradle of independent Pakistan and the Aga Khan's enthusiasm and support which made it possible earned him a place among Pakistan's founding fathers."

    Charity, in the sense of giving away one's wealth, is of two kinds: voluntary and obligatory. Voluntary charity is mentioned in the Koran as itfaq (spending benevolently), ihsan (the doing of good) and sadaqa (derived from sidq, meaning truth, and comes to signify a charitable deed). The very words used to denote charitable deeds are an indication of the broadness of its conception. The Koran not only lays stress on such great deeds of charity as the emancipation of slaves (90:13, 2:177), the feeding of the poor (69:34, 90:11-16, 107:1-3), taking care of orphans (17:34, 76:8, 89:17, 90:15, 93:9, 107:2) and doing good to humanity in general, but it gives equal emphasis to smaller acts of benevolence. It is for this reason that the withholding of ma'un (107:7), which specially indicates small act of charity is stated to be against the spirit of prayer. And in similar strain, the speaking of a kind word to parents is referred to as ihsan in 17:23, and generally the use of kind words is recommended as in itself a charitable deed in 2:83, 4 and other places.

    "Fadak was a fertile tract in the vicinity of Khaibar under the Jewish occupation, just three miles from Medina, now the modern village of Howeyat. After the victory of Khaibar, the Prophet wiped out the Jewish influence in this area, who were threat to Islam, therefore, he sent his envoy, Muhit to Yusha bin Nun, the chief of the village Fadak. The chief of the Jews preferred peace and surrendered to fighting. A peace treaty was concluded between the Prophet and the local Jews on the terms that 50% yield of Fadak would be surrendered to the Prophet each year by the Jews. It was a gift, and not a booty of war, and according to Islam, the areas which are conquered through wars are the property of all the Muslims, and the lands which fall into the hands of the Muslims without any military operation pertain to the personal property. When the Koranic verse: "Give the kinsman his due, and the needy, and the wayfarer...." (17:26) was revealed, the Prophet summoned his daughter and handed over Fadak to her. Suyuti writes in Dhur-e-Manthur (4:176) that, "The Prophet had bequeathed the ownership of the property of Fadak to his daughter, Fatima, and also executed a deed of gift in her favour, and her two sons."

These are days that are well gone and past. We now have technology in nearly every persons home that allows them to instantly access a weather report from a national weather forecast center, and its not just tomorrows highs and lows. We now have the ability to see into the future as far as humidity conditions, UV index and pollen counts. We can see how much snow is on our favorite mountain before we go out for a few downhill runs, and we can look nearly two weeks into the future for the best date and time to go.

    Though technology has brought us into an age of instant gratification, it has not nullified the need to access such information as the weather report. There are still several organizations and occupations that rely on the weather forecast every day in order for them to carry out their daily operations safely and efficiently. A weather forecast service is not an indispensable service, no matter how easily we may access satellite images and several other types of graphic weather predictors. Anything that affects our environment at-large is something that will affect us all, if it means that you cannot attend school, or you need to carry an umbrella, or if your paperwork must be carried in a case, or if the likelihood of lightning strike it too high for your job climbing telephone poles, we all have a connection to weather every day, so these services are of vital importance.
